Developed the climate change strategy for agricultural, fishing and aquaculture sectors in PEI for Dunsky Energy (Montreal). Client was the Government of Prince Edward Island.
Deputy Minister / Senior Management (14 years), Government of Prince Edward Island: This was a senior executive role in a number of sectors including information technology, fisheries, aquaculture, francophone affairs and business development (1997-2011). During this time I was seconded into various other roles listed above.
Special Consultant, Vision Quest: Provided consulting advice to the PEI Aquaculture Alliance in the development of their strategic plan (completed 2012).
Operations and Facility Manager, Centre for Animal and Plant Health: Responsible for the inspection and product acceptance of a $30 million Level 3 biocontainment laboratory that specialized in animal heath and potato inspection and research. Responsible for its operation, maintenance and business development opportunities (1992-1997).

Industrial & Food Processing Projects
Project and Factory Engineer, Cavendish Farms & JD Irving Ltd: Researched, designed and implemented projects to reduce costs and increase revenues by modernizing a large food processing facility. Led multidisciplinary teams of engineers, technologists and trades. Special focus was on energy and water management, industrial automation and expansion (1989-1992).
Freelance Mechanical Designer / Project Manager: Provided engineering design services to a local food processing equipment manufacturer for highly automated vegetable processing machines. Led implementation teams at customer premises in Europe, UK and Canada. Recognized as lead and co-lead designer in two patents (1993 – 1997).
Director General, Enterprise Development and Policy, ACOA: Provided executive level leadership to multidisciplinary staff with a special focus on biotechnology, information technology and advanced manufacturing (2006-2007).

Reporting to a senior engineer at McCain Foods corporate engineering department, managed small to medium sized energy projects in a highly automated manufacturing environment. Maintained corporate records on worldwide energy and water consumption.

Principal designer and project manager for the renovation and construction of a new Royal Canadian Legion – Kensington, PEI.
Chief Information Officer, Government of Prince Edward Island: Provided executive level leadership and oversight to ongoing information technology operations and projects at the most senior level of the organization with a staff of full time and contract employees exceeding 100 professional business and information technology staff (2000-2006).
Stakeholder Consultation
Organized and led consultations with Mill River oyster growers and developed a plan for lease relocation. (complete May 16, 2016)
Lead a consultation process with various aquaculture and fishing groups discussing expansion opportunities for the PEI oyster industry (completed October 2015).
In consultation with the community based project steering committee, developed a concept plan, budget and governance model for the creation of the Stanley Bridge Marina. This was a large project utilizing 3D modeling software (Chief Architect) that produced a site plan, building design and marina infrastructure (completed April 2015).
Conducted several stakeholder meetings and then developed a spatial plan for additional mussel aquaculture in Malpeque Bay (completed May 2014).
Planned and organized industry focus group meetings for the review of programs at Holland College (Completed 2013).

Project Manager for a 40 MW wind farm including the planning and regulatory approval phases.
Mechanical and electrical engineer of record for Acadian Exposition Centre – Abrams Village, PEI. (2016/17).
Authored a major program review study for the PEI Office of Energy Efficiency that examined the impact of their building energy efficiency programs and made recommendations for program improvement and improved administrative procedures (completed August, 2015).
Implemented a major computer hardware and software upgrade with a national energy company and research institute.
